Requests that the Department of Education reconsider using suspension and expulsion as disciplinary measures for student smoking violations, citing ineffectiveness.

Recommends replacing punitive discipline with conferences between administrators, parents or legal guardians, and students, combined with tobacco prevention counseling and education about health effects of smoking.

Cites Hawaii Department of Health data showing 48% of high school students and 31% of middle school students have tried e-cigarettes, with significant resurgence in student smoking since 2015.

Directs certified copies of the resolution be transmitted to the Chairperson of the Board of Education and the Superintendent of Education.
