Requests that all state legislators meet with their constituencies at least once after each regular legislative session ends to conduct a facilitated debrief.

Requires debriefing meetings to use principles of Aloha Spirit as established in Act 202, Session Laws of Hawaii 1986 (HRS section 5-7.5) to ensure respectful and meaningful dialogue.

Establishes debriefings as two-way conversations beyond simple question-and-answer sessions, allowing constituents to engage in dialogue with legislators about legislative successes, failures, and improvements.

Suggests that legislators can promote regularly scheduled constituency meetings as a campaign advantage when running for re-election.

Directs certified copies of the resolution be transmitted to the President of the Senate and Speaker of the House of Representatives.
