Request the Office of the Administrative Director of the Courts to collect and compile data on fees, court costs, fines, and restitution assessed in cases against minors over the last five years, provided by statewide aggregate and by court circuit.

Require data on descriptions and amounts of each fee, court cost, or fine that can be assessed against minors in circuit, family, and district courts across each judicial district.

Direct the Administrative Director to submit a report with findings and recommendations to the Legislature no later than 40 days before the 2025 Regular Session convenes.

Require the report be posted on the Judiciary's public website and provided to the Judicial Council for use during the next Penal Code review.

Note that research indicates fees and fines charged to youth are harmful, disproportionately affect Native Hawaiian, Pacific Islander, and Black youth, and serve no public safety function while costing more to collect than they generate in revenue.
