Notes that multiple Hawaii landfills are nearing capacity: Waimanalo Gulch Sanitary Landfill on Oahu expected to close by 2028, Kekaha landfill on Kauai expected to become full in 2026, and landfills on Maui, Lanai, and Molokai expected to reach capacity within twenty years.

Directs certified copies be transmitted to the General Contractors Association of Hawaii, Hawaii Regional Council of Carpenters, and Hawaii Building and Construction Trades Council.
