Requests the Department of Health to sample and test soil at numerous burn sites in Lahaina for toxins and contaminants resulting from the August 2023 wildfire.

Directs the Department of Health to develop a soil remediation plan for areas where contamination threatens human health, groundwater quality, ocean ecosystems, or food production.

Requires assessment of feasibility for using available technologies to separate clean soil from ash and toxins.

Requires the Department of Health to submit findings, recommendations, expected costs, timeline estimates, and proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.

Requests the Department of Health to seek funding for development of the comprehensive soil remediation plan.
