• Requests the Governor in collaboration with Maui County to develop a comprehensive housing strategy for residents displaced by the August 2023 Maui wildfires, with approximately 1,600 renters among those affected.

• Strategy must include specific projects with construction deadlines and opening dates, geographic maps of proposed locations, infrastructure capacity assessments, and housing unit breakouts by category (single-family homeowners, multi-unit dwellings, condominiums, and renters).

• Requests temporary waivers of state land use requirements and expedited entitlements to accelerate housing construction, with priority given to West Maui projects including Lahaina Recreational Center, Maui Land and Pineapple lands in Napili, and Front Street.

• Requires the County of Maui to consider establishing a separate disaster recovery and response permitting office to streamline approvals.

• Strategy must be completed by May 31, 2024, with quarterly status reports provided to the Legislature to maximize federal disaster aid and coordinate with FEMA housing relief programs.
