Encourages the United States Navy to eradicate octocoral (Unomia stolonifera and Capnella spicata) and other invasive species from Pearl Harbor waters.

Requests the Navy allocate resources to remove invasive species from West Loch, Middle Loch, and East Loch areas of Pearl Harbor.

Identifies octocoral as a rapidly spreading soft coral that smothers reef ecosystems and reduces fish density and diversity in affected areas.

Urges the Navy to provide regular updates to Hawaii's Department of Land and Natural Resources on eradication efforts and the extent of invasive octocoral presence.

Directs transmission of this resolution to the U.S. Secretary of the Navy and the Chairperson of Hawaii's Board of Land and Natural Resources.
