Recognizes the issue of illegal dumping within the Waipahu community, particularly along the West Loch bike path from Waipahu to Aiea where shopping carts clog drainage ditches.

Urges the State, City and County of Honolulu, and military to work together to address illegal dumping concerns that threaten public health, contaminate soil and water sources, and pose risks to schools including Waipahu Elementary and Waipahu High School.

Acknowledges that illegal dumping has diminished community pride and emphasizes the need for awareness, education, and community involvement to promote responsible waste management practices.

Requires certified copies be transmitted to the Commander of Joint Base Pearl Harbor-Hickam, Governor, Director of Transportation, Director of Health, Mayor of Honolulu, and Director of Facility Maintenance.
