Requests the Department of Labor and Industrial Relations to convene an interagency task force to combat underground economy activities and employee misclassification in Hawaii's construction industry.

Task force shall include representatives from federal, state, and county agencies including the U.S. Department of Labor, Department of Taxation, Hawaii OSHA, workers' compensation and unemployment insurance divisions, Department of Commerce and Consumer Affairs, Insurance Commissioner, Attorney General, and county planning departments.

Task force directed to facilitate information sharing between agencies, identify high-risk construction sectors, assess and improve investigative methods, establish procedures for criminal referrals, and recommend statutory or regulatory changes to strengthen enforcement.

Task force required to submit annual reports to the Legislature, Governor, and county officials describing activities, identifying barriers to effectiveness, and proposing administrative or legislative changes to reduce underground economy and misclassification.

All state and county agencies requested to cooperate with the task force and provide information and assistance as needed; task force authorized to hold closed meetings when discussing sensitive investigative matters and criminal referrals.
