Request the Department of Accounting and General Services to establish a working group to plan and construct a Hawaii First Responders Memorial honoring firefighters, lifeguards, paramedics, emergency medical technicians, medical flight nurses, and pilots who died in the line of duty.

Working group to be chaired by the Comptroller and include fire chiefs from all four counties, ocean safety officials, the Honolulu Emergency Services Director, American Medical Response representative, and representatives from three labor unions, plus two family members of fallen first responders.

Memorial should be permanent and perpetual, call attention to first responder bravery and public service, and be constructed and maintained from private funds solicited for that purpose.

Department of Accounting and General Services to coordinate all matters regarding the memorial, including maintenance and repairs, using either private funds or funds allocated by the Legislature.

Department required to submit a report of the working group's plans, findings, recommendations, projected costs, and any necessary legislation to the Legislature by November 30, 2024.
