Urges the Hawaii Community Development Authority to establish a multiagency working group to update maps, tier tables, and inventories of state lands suitable for affordable housing development based on the 2018 Affordable Rental Housing Report and Ten-Year Plan.

Working group tasked with updating existing inventory data, focusing on urban lands to minimize infrastructure costs, examining mixed-use development opportunities on underutilized state lands, and identifying lands to accommodate 100,000 new housing units designated as important housing lands.

Working group membership includes the Director of the Office of Planning and Sustainable Development (as chairperson), Comptroller of Department of Accounting and General Services, Executive Directors of Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, and Hawaii Community Development Authority, Chairperson of Board of Land and Natural Resources, Executive Officer of Land Use Commission, and a representative from each county appointed by their respective mayor.

Working group may recommend additional members with relevant expertise for approval by the chairperson, with the Hawaii Community Development Authority providing administrative and clerical support.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
