Urges the Hawaii Housing Finance and Development Corporation to develop a plan to build 100,000 homes over the next ten years.

Requires the plan to address infrastructure insufficiencies, restrictive land use and zoning policies, lengthy regulatory processes, community opposition, and high construction and financing costs.

Notes that the Hawaii Public Housing Authority is planning to develop 10,000 homes over the same ten-year period.

Directs certified copies of the resolution to be transmitted to the Chairperson of the Board of Directors and Executive Director of the Hawaii Housing Finance and Development Corporation.
