Urges the Department of Health to convene and lead an informal working group to discuss management of all group living facilities under section 46-4(d), Hawaii Revised Statutes, including clean and sober homes.

Working group to explore collaboration between the Department of Health, counties, and other regulators to ensure group living facilities comply with county regulations while encouraging registration without discriminatory restrictions.

Working group requested to include input from the Hawaii Paroling Authority, Judiciary's Adult Client Services Branch, Department of the Attorney General, and other appropriate parties as determined by the Director of Health.

Working group to address legal issues related to Fair Housing Act and Americans with Disabilities Act protections, coordination between State and county agencies on complaints and problems, public education efforts, registry expansion, and inventory of homes statewide.

Directs certified copies be sent to the Director of Health, Director of Public Safety, Hawaii Paroling Authority Administrator, Chief Justice of the Hawaii Supreme Court, Attorney General, and all four county Mayors.
