Requests establishment of a Stream Maintenance Working Group within the Department of Land and Natural Resources to address persistent stream flooding problems in Hawaii caused by debris accumulation and illegal dumping.

Working group membership consists of 8 members including representatives from DLNR, U.S. Army Corps of Engineers, Department of Education, University of Hawaii, City and County of Honolulu, Hawaii Emergency Management Agency, and two private landowners.

DLNR representative designated by Board Chairperson serves as working group chairperson; members serve without compensation but may be reimbursed for necessary and travel expenses.

Working group directed to develop comprehensive solution for stream management and maintenance through collaboration with state and county agencies, private landowners, and stakeholders.

Working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2025 Regular Session; DLNR must provide administrative and staff support.
