Urges the Department of Hawaiian Home Lands to adopt and implement a Neighborhood Security Watch (NSW) program in each homestead area, beginning with Kanehili.

Identifies persistent illegal activities in Hawaiian homestead areas and inconsistent law enforcement response due to the requirement that state and county officers seek Department permission before entering homestead lands.

Describes NSW as a crime prevention program where trained volunteers work with law enforcement to address community problems, reduce crime, and support economic and educational growth.

Cites the Kanehili NSW as a successful example that helped shut down illegal gambling, reduce theft and drug activities, and eliminate graffiti despite initial government response delays.

Directs certified copies be transmitted to the Chairperson of the Hawaiian Homes Commission and Chairperson of the Board of Trustees of the Office of Hawaiian Affairs.
