Request the Hawaii State Energy Office and Office of Planning and Sustainable Development to develop a plan for implementing waste-to-energy and alternative technology solutions statewide.

Plan must address reducing the State's need for landfills on each island and generating renewable energy to support solid waste reduction and clean energy goals.

Reference H-POWER facility on Oahu, which has operated since 1990, burns 90 percent of municipal solid waste, and generates 10 percent of the island's electricity needs.

Require submission of findings, recommendations, and the implementation plan to the Legislature no later than twenty days before the 2026 Regular Session convenes.

Transmit certified copies of the concurrent resolution to the Chief Energy Officer and Director of the Office of Planning and Sustainable Development.
