Request the Board of Education and Department of Education to develop a plan for implementing school counselor best practices aligned with American School Counselor Association (ASCA) standards.

Plan must address ensuring every public high school has at least one full-time, twelve-month school counselor meeting ASCA's recommended 200-to-1 student-to-counselor ratio.

Plan must include strategies for aligning school counselor roles and job descriptions with ASCA standards, ensuring at least 80 percent of counselor time is spent on direct and indirect student services.

Plan must outline how to provide school counselors with necessary resources and training, and how administrators can reduce administrative tasks to allow counselors to focus on student services.

Board of Education must submit the plan, including any proposed legislation, to the Legislature no later than twenty days before the 2025 Regular Session convenes.
