Requests Hawaii State Energy Office to convene a Renewable Liquid Fuels Working Group to study local production, development, and incentives for renewable liquid fuels including renewable diesel, naphtha, and sustainable aviation fuels.

Working group membership includes one Senate member, one House member, Chairperson of Board of Agriculture, Chairperson of Board of Land and Natural Resources, Director of Transportation, Chief Energy Officer, and President of University of Hawaii.

Working group to identify potential feedstock and production technologies, evaluate existing and new tax incentives, and assess adoption of a clean fuel standard to incentivize renewable liquid fuel use.

Working group must meet at least twice per year and submit findings, recommendations, and any proposed legislation to the Governor and Legislature by January 1, 2025.

Invites participation from Hawaii Farm Bureau, Airlines for America, Hawaiian Electric, Hawaii Gas, Kauai Island Utility Cooperative, local feedstock and fuel producers, and nonprofit organizations focused on climate and renewable energy.
