S.R. No. 101 Summary

• Department of Health requested to convene a Health Care Facilities Labor Standards Working Group to research and recommend best practices for labor standards at hospitals, care homes, and dialysis facilities in Hawaii.

• Working group to assess potential benefits and impacts of implementing minimum staffing standards, hospital staffing committees, mandatory meal breaks, rest breaks, and overtime standards.

• Working group membership includes one Board of Nursing member (chair), one Hawaii Health Systems Corporation member, one Hawaii State Center for Nursing representative, three health care industry members selected by Senate President, and three selected by Speaker of the House.

• Working group may request assistance from Department of Health and Department of Labor and Industrial Relations to support their duties.

• Working group must submit findings, recommendations, and proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.
