Office of Planning and Sustainable Development and Land Use Commission are requested to develop an integrated land use plan to address competing state goals for agriculture, renewable energy, affordable housing, and climate adaptation.

State Sustainability Coordinator is requested to lead the plan development, incorporating existing studies and targeting agriculture, energy, and housing as key focus areas.

Integrated plan must include land use data for agricultural/rural/urban districts, analysis of agricultural lands needed for food sustainability, renewable energy land requirements, affordable housing land availability, and recommendations for climate change adaptation and sea level rise mitigation.

Submission deadline is December 1, 2026, with progress reports required by December 1, 2025, and updated reports every five years thereafter.

$500,000 in funding requested for fiscal year 2024-2025, including two Planner V positions (2.0 FTE), one Secretary III position (1.0 FTE), and resources for computers, office supplies, travel, and other expenses.
