Board of Education and State Public Charter School Commission must submit a report on increasing access to stable, suitable, and affordable facilities for public charter schools by 20 days prior to the 2025 Regular Session.

Report must assess why no unused state facilities have been identified despite departmental mandate to conduct biennial surveys, and propose policy changes to establish affirmative duty to connect charter schools with unused or underutilized facilities.

Report must obtain and publish an updated list of unused or underutilized Department of Education facilities and coordinate with the School Facilities Authority to prioritize public charter school facilities.

Report must assess available federal funds not being accessed for eligible public charter school facilities and evaluate feasibility of expanding financing options including tax-exempt bonds, credit enhancement programs, and revolving loan funds.

Certified copies of the resolution must be transmitted to the Governor, Comptroller, Board of Education Chairperson, Superintendent of Education, and Executive Director of the State Public Charter School Commission.
