Department of Health is requested to establish a PFAS Testing Grant Program in collaboration with the University of Hawaii to provide funding for testing services and biological sampling for PFAS detection in communities, businesses, and residents throughout the State.

Department of Health and University of Hawaii are requested to seek federal funding through Hawaii's congressional delegation and pursue other federal or grant funding sources for the program.

PFAS Testing Grant Program is to be developed based on criteria reflecting best practices and recent scientific evidence relating to preservation of safe food sources and natural environments.

Department of Health is requested to adopt rules ensuring all grants under the program adhere to standards promoting fairness, transparency, and compliance with applicable laws.

Certified copies of the resolution are to be transmitted to Hawaii's congressional delegation, the Governor, Director of Health, and President of the University of Hawaii System.
