Department of Agriculture is requested to establish a Sustainable Food Systems Working Group to develop an interagency food systems plan addressing Hawaii's food security challenges.

Working Group co-chairs will be the Chairperson of the Board of Agriculture and Director of Business, Economic Development, and Tourism, with members from Department of Health, Office of Hawaiian Affairs, and Office of Planning and Sustainable Development.

Working Group must include representatives with expertise in food security, social equity, food system resilience, agriculture sustainability, circular economy, workforce development, and food governance.

Interagency food systems plan must address food as a human right, social equity, resilience, agriculture sustainability, circular economy, workforce development, food waste, sustainable fisheries, and disaster preparation, while incorporating county food access plans.

Working Group must submit the interagency food systems plan and implementation recommendations to the Legislature no later than twenty days prior to the Regular Session of 2025 and dissolve on June 30, 2025.
