Urges all state agencies monitoring environmental toxins and pollutants to establish environmental action levels (EALs) consistent with best practices and recent scientific evidence for human health and environmental protection.

Requires advance public notice including scientific justifications before any modifications to environmental action levels, with compliance to Hawaii Revised Statutes Chapter 91.

Mandates at least 30 days for public comment and one or more public hearings on proposed environmental action level modifications.

Allows Hawaii residents to petition state agencies for modifications to environmental action levels and requires prompt agency responses per Chapter 91 procedures.

Directs transmission of resolution to the Governor and Director of Health; addresses concerns about PFAS (per- and polyfluoroalkyl substances) level increases made in April 2023 without public notice.
