• Hawaii State Energy Office is requested to conduct a study identifying which energy consumption sectors (electricity, transportation, heating) can be most quickly and cost-effectively decarbonized through public investments in combustion-free alternatives

• Study should evaluate electrification solutions including heat pumps, electric vehicles, concentrated solar, and green hydrogen produced from wind and solar power

• Report must be submitted to the Legislature no later than twenty days prior to the 2025 Regular Session, including findings, recommendations, and any proposed legislation

• Resolution emphasizes prioritizing existing clean energy technologies over speculative alternatives such as biomass and waste-based fuels, which have environmental and economic limitations
