Requests the Hawaii Climate Change Mitigation and Adaptation Commission to develop vehicle miles traveled (VMT) reduction strategies to address transportation-related emissions and support the state's greenhouse gas reduction goals.

Directs the Commission to recommend a statewide vehicle miles traveled reduction target and establish benchmarks to evaluate progress toward that target.

Requires the Commission to identify state and county agencies responsible for collaborating and coordinating on implementation of vehicle miles traveled reduction policies, strategies, and programs.

Mandates the Commission submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than 40 days before the convening of the 2025 Regular Session.
