Request the University of Hawaii Economic Research Organization to conduct a study on Scope 1, 2, and 3 greenhouse gas emissions to support the State's climate change mitigation efforts and net-zero goals.

Study must include recommendations for using comprehensive greenhouse gas emissions understanding to accelerate Hawaii's transition to a clean economy and meet climate targets.

Study must analyze trends, sources, and impacts of greenhouse gas emissions across the three scopes.

University of Hawaii Economic Research Organization must submit its report, including any proposed legislation, to the Legislature no later than twenty days before the Regular Session of 2025 convenes.

Transmit certified copies of the resolution to the Governor, Lieutenant Governor, Director of the Hawaii State Energy Office, and other relevant state officials.
