Urges the Governor's Senior Advisor for Mental Health and the Justice System to define their role and provide an annual report to the Legislature on jail diversion progress.

Requests the Senior Advisor to gather data on community programs funded by the Department of Human Services, Department of Health, and Judiciary that provide services aligned with the SAMHSA intercept model.

Requires annual reports to include identified programs and their capacities, reasons for high failure rates and unmet needs, proposed legislation, and a review of court cases and statutory changes affecting mental health and involuntary treatment.

Directs the Senior Advisor to submit regular progress reports to the Senate Standing Committee on Health and Human Services and make annual reports publicly available.

Responds to concerns that only one percent of post-booking jail diversion referrals were accepted in a one-year period and notes lack of comprehensive data provided at a February 2024 legislative briefing.
