Urges the President of the United States to promptly reinstate funding for the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) to support humanitarian assistance programs.

Notes that the United States typically provides $300,000,000 to $400,000,000 annually to UNRWA, representing approximately one-third of the agency's annual budget.

Highlights that UNRWA's Gaza operations employ 13,000 staff members (teachers, health care specialists, engineers, and sanitation workers) with a typical monthly budget of $30,000,000, which increased to $47,000,000 monthly during the 2023 conflict.

Acknowledges that U.S. funding was suspended in January 2023 following allegations that 12 of 13,000 UNRWA staff members may have engaged in extremist activities, and that an independent UN investigation panel was created to investigate these claims.

Directs certified copies of the resolution to be transmitted to the President of the United States, Secretary of State, Administrator of the U.S. Agency for International Development, and members of Hawaii's congressional delegation.
