Urges the Department of Land and Natural Resources to work with the City and County of Honolulu's Department of Customer Services to manage the feral cat population.

Identifies trap and neuter programs as the only effective and efficient strategy for managing feral cats during breeding season and year-round.

Requests the Department of Land and Natural Resources disseminate educational information to the community about feral cats, medical care, and available resources.

Recognizes that cats trained as emotional support animals can provide medical value and support to persons with disabilities.

Directs certified copies be sent to the Governor, Board of Land and Natural Resources Chairperson, Director of Customer Services, Honolulu Mayor, and Honolulu City Council Chairperson.
