Request the Department of Business, Economic Development, and Tourism to collaborate with state universities to convene the Hawaii Creative Innovation Group with members from public and private sectors.

Direct the group to identify pathways from middle and high school programs to career opportunities and determine facilities, equipment, and workforce development programs needed to support fashion and music industries.

Task the group with identifying key partners and developing a strategy to grow creative sectors into new brands, music placements, companies, and value-added businesses in design, fashion, and technology.

Request the group outline investments required for innovation facilities, programs, and incentives including education/workforce training, infrastructure and equipment, funding access, export assistance for "Made in Hawaii" products, and supportive policies.

Require the Hawaii Creative Innovation Group to submit a report with findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session.
