Urges the Department of Land and Natural Resources and Board of Land and Natural Resources to adopt procedures to assist applicants in the Dam and Appurtenance Improvement or Removal Grant Program established under Act 134, Session Laws of Hawaii 2023.

Directs the Department to make publicly available the criteria used to award grants for dam improvement or removal projects.

Urges requirements and conditions for applicants to be based on reasonable and justifiable grounds, communicated clearly and transparently, and made publicly available in writing.

Calls for allowing applicants to seek clarification of additional requirements and to appeal application determinations in accordance with section 179D-7, Hawaii Revised Statutes.

Addresses the need to improve access to funding mechanisms for dam and reservoir owners to prevent deterioration of aging infrastructure built approximately 100 years ago that supported Hawaii's sugarcane and pineapple industries.
