Urges Turo, Inc. to immediately stop listing state airport parking lots as vehicle pick-up sites on its digital platform until comprehensive legislation or compromise is achieved.

Requests the Legislature require Turo, Inc. to conduct a six-month cross-sectional observational study during peak travel periods to assess parking availability and Turo's impact on airport access.

Reaffirms support for Hawaii Revised Statutes section 279L-11, which authorizes the Department of Transportation to regulate peer-to-peer shared cars at state airports.

Reminds Turo, Inc. that commercial activities at public airports without Director of Transportation permission violate Hawaii Administrative Rules section 19-14-3(i) and may result in penalties.

Requests the Airports Division of the Department of Transportation assess penalties on Turo, Inc. for violations and directs certified copies be sent to the Director of Transportation and Turo's Chief Executive Officer.
