Department of Human Resources Development is requested to conduct a sample survey of for-profit, nonprofit, and government organizations in Hawaii that have successfully implemented remote work, hybrid work, or telework arrangements.

Survey should identify best practices including management of remote workers, productivity measurement in remote work environments, and lessons learned from implementing remote work programs in the State.

Department is requested to collaborate with University of Hawaii Economic Research Organization to identify State areas with lower housing costs combined with limited access to high-paying jobs.

Hawaii Broadband and Digital Equity Office is requested to analyze broadband infrastructure conditions in identified areas with lower housing costs and limited job access.

Department of Human Resources Development must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2025 Regular Session.
