S.R. NO. 167 Summary

• Request that the National Energy Laboratory of Hawaii Authority (NELHA) work with the University of Hawaii at Manoa to develop updated master and strategic plans, as the current plans were last updated in 2011 and 2012.

• Designate the University of Hawaii College of Engineering to lead the planning effort, with assistance from the College of Tropical Agriculture and Human Resources, Shidler College of Business, School of Ocean and Earth Science and Technology, and Office of Innovation and Commercialization.

• Require the new strategic plan to be grounded in NELHA's statutory mission and include research and pathways toward commercialization of renewable energy technologies, including Ocean Thermal Energy Conversion (OTEC) and their byproducts.

• Direct NELHA to submit a progress report to the Legislature no later than twenty days before the 2025 Legislative Session, including identification of new potential public and private sector partnerships.

• Note that Hawaii has invested over $130 million in the Hawaii Ocean Science and Technology Park (HOST Park) located in Kailua-Kona on NELHA-owned and operated lands.
