Urges Congress to call an Article V constitutional convention limited to proposing amendments that impose fiscal restraints on the federal government, limit federal power and jurisdiction, and limit terms of office for federal officials and members of Congress.

Specifies that Congress has only ministerial power to name the time and place for the convention, with no authority to set convention rules or determine state delegates, which remain under state legislature control.

Requires at least two-thirds of state legislatures to apply before Congress must call the convention and establishes one state, one vote as the voting basis at the convention.

Prohibits the convention from considering any amendments that would modify, amend, or repeal any provision of the Bill of Rights, rendering the application void if such consideration occurs.

Recommends that Congress select ratification by state legislatures rather than special state conventions and reserves Hawaii's right to recall its delegates for breach of duty.
