Urges the Department of Education to conduct a comprehensive study on how teacher salary step movements impact salary schedule compression in Hawaii's public education system.

Study must analyze current salary structures, evaluate the impact of step movements on salary compression, and recommend ways to improve teacher retention and satisfaction through step movement adjustments.

Requires the Department of Education to collaborate with the Board of Education, Hawaii State Teachers Association, Department of Human Resources Development, and other relevant stakeholders.

Requests the Department of Education submit findings, recommendations, and any proposed legislation to the Legislature no later than twenty days before the 2025 Regular Session convenes.

Addresses the problem that teachers denied regular step movements may earn the same as less experienced teachers, negatively affecting educator retention and morale.
