University of Hawaii at Mānoa is requested to develop a comprehensive plan addressing undergraduate, graduate, and faculty housing facility needs on the Mānoa campus.

University is requested to redevelop Hale Noelani to increase bed space to at least 1,500 beds using the most cost-effective method for the State, University, and students.

University is requested to develop a new business model, including potential mixed-use or public-private partnerships, to make the Student Housing Services program and faculty housing self-sustaining special funded units.

University is requested to create a plan supporting in-state residents with demonstrated financial need through housing allowances, stipends, or grant-in-aid to ensure long-term affordability.

University is requested to submit a report to the Legislature containing conceptual business models, operational plans, and financing models no later than 20 days before the 2025 Regular Session convenes.
