Urges the University of Hawaii Community Colleges to establish a baccalaureate degree program in education with an online option at Leeward Community College.

Urges the University of Hawaii to reallocate funds from within the Community Colleges system to implement the education degree program and support initiatives addressing educational needs across all counties.

Calls on stakeholders including the Department of Education, Board of Education, community leaders, and educational institutions to support collaborative efforts, promote access to quality education, and address teacher shortage and retention issues.

Notes that Leeward Community College's accreditation permits up to two applied baccalaureate degree programs and already offers teacher education programs statewide through online delivery.

Requires certified copies of the resolution be transmitted to the University of Hawaii Board of Regents, President of the University of Hawaii System, Vice President for Community Colleges, and Leeward Community College Chancellor.
