Urges county police departments and the state to prevent homeless individuals cited during sweeps from returning to public areas for at least 30 days following enforcement actions.

Proposes that a 30-day prohibition period would make parks more manageable and potentially encourage individuals to seek assistance or relocate rather than return to familiar encampment locations.

Acknowledges criticisms that current homeless sweeps fail to address root causes and simply relocate homeless individuals to other areas without providing substantive help.

Directs certified copies be transmitted to the Hawaii Supreme Court Chief Justice, Attorney General, law enforcement directors, county prosecutors, police chiefs, Parks and Recreation directors, and organizations including the ACLU of Hawaii and Partners in Care.
