Requests the Department of Education, in consultation with the Hawaii Emergency Management Agency, to establish a Youth Civil Defense Corps program.

Program is to be administered at high schools to train students to participate in the State Emergency Response Team Program.

Aims to provide pre-trained volunteers who can assist during emergencies and disasters, supporting HI-EMA's statewide emergency management coordination efforts.

Seeks to advance hazard mitigation and recovery plan implementation through training high school students in civil defense procedures.
