Urges FEMA to utilize non-congregate housing funds for infrastructure and development of affordable rental housing to address displacement from August 2023 Maui wildfires.

Addresses need for interim housing solutions for approximately 1,600 displaced renters whose FEMA rental assistance is scheduled to expire in 2025.

Requests FEMA provide clear parameters on allowable uses of federal financial assistance and a decision tree for federal support actions.

Urges FEMA to remain open to discussing transfer of assets acquired through public assistance expenditures to the State and to clarify long-term commitment for continued wildfire disaster support.

Directs transmission of resolution to FEMA Region 9 Regional Administrator, Governor, and Mayor of Maui County.
