Notes that increased recycling would divert nearly 2,000 tons of waste from landfills daily and help address landfill capacity issues across the state.

Identifies critical landfill closures including Waimanalo Gulch Sanitary Landfill on Oahu closing by 2028, Kekaha landfill on Kauai becoming full by 2026, and landfills on Maui, Lanai, and Molokai reaching capacity within 20 years.

Directs certified copies be sent to the General Contractors Association of Hawaii, Hawaii Regional Council of Carpenters, and Hawaii Building and Construction Trades Council.
