Request Governor and County of Maui to develop a comprehensive housing strategy for residents displaced by August 2023 Maui wildfires, with approximately 1,600 renters among those displaced.

Strategy must include specific projects with construction deadlines and opening dates, geographic maps of proposed locations, infrastructure capacity assessment, and housing unit breakouts for single-family homeowners, multi-unit dwelling residents, and renters.

County of Maui requested to expedite permitting by establishing a separate disaster recovery and response permitting office, with priority given to West Maui projects including Lahaina Recreational Center, Maui Land and Pineapple lands in Napili, and Front Street.

Strategy must address temporary waivers of state land use requirements to expedite housing construction and identify necessary infrastructure for new development.

Housing strategy completion deadline set for May 31, 2024, with quarterly status reports to the Legislature thereafter to maximize federal disaster aid and recovery.
