Recognizes the issue of illegal dumping within the Waipahu community, particularly along the West Loch bike path from Waipahu to Aiea where shopping carts clutter drainage ditches

Notes that illegal dumping is visible to Waipahu Elementary School, Waipahu High School, and other educational centers, posing threats to student health and well-being

Identifies environmental and public health risks including contamination of soil, water sources, and roads, as well as diminished community pride

Urges the State, City and County of Honolulu, and military to work together to address the illegal dumping concern in Waipahu and surrounding communities

Requires transmission of certified copies to the Commander of Joint Base Pearl Harbor-Hickam, Governor, Directors of Transportation and Health, Mayor of Honolulu, and Director of Facility Maintenance
