S.R. NO. 22 Summary

• Department of Labor and Industrial Relations is requested to convene an Interagency Task Force to combat the underground economy and employee misclassification in Hawaii's construction industry.

• Task force is to facilitate information sharing between agencies, identify high-risk construction sectors, assess enforcement methods, develop improved strategies, and establish procedures for referring cases to prosecuting authorities.

• Task force must submit annual reports to the Legislature, Governor, and county officials describing activities, identifying legal and administrative barriers, and proposing regulatory or legislative changes to strengthen enforcement.

• Task force membership includes representatives from federal, state, and county agencies including Department of Labor, Department of Taxation, Department of Commerce and Consumer Affairs, Insurance Commissioner, Attorney General, and county planning departments.

• All state and county agencies are requested to cooperate with the task force and provide information necessary to accomplish its purposes, with task force authorized to hold closed meetings when discussing sensitive investigative matters and public safety topics.
