Requests the Hawaii State Public Library System to establish a Hawaii Deaf Culture Digital Library to serve the deaf and hard of hearing community.

Directs the library system to consult with Big Island Deaf Club, Signs of Fun Program, and other relevant stakeholders during the creation process.

References successful deaf culture library implementations in Virginia and Maryland as models for Hawaii's digital library initiative.

Requires the Hawaii State Public Library System to submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2025 Regular Session convenes.

Directs transmission of certified copies to the State Librarian, President of Big Island Deaf Club, and Camp Director of Signs of Fun Summer Camp Hawaii.
