Directs the Hawaii Emergency Management Agency to submit a hazard mitigation assistance grant request or pre-disaster mitigation program grant request to the Federal Emergency Management Agency for rockfall mitigation in Moanalua Gardens and Moanalua Valley on Oahu.

Identifies Moanalua Gardens and Moanalua Valley as high-risk zones for landslides and rockfalls that threaten surrounding communities.

Notes that the United States Army Corps of Engineers has previously conducted rockfall mitigation projects in the Moanalua area and that some surrounding hillsides are federally owned, including land at Tripler Army Medical Center.

Requires certified copies of the resolution to be transmitted to the Adjutant General of the Department of Defense, the Commander of the United States Army Corps of Engineers Honolulu District, and the Director of the Hawaii Emergency Management Agency.
