Urges the Hawaii Community Development Authority to establish a multiagency working group to update maps, tier tables, and inventories of state lands suitable for affordable housing development based on the 2018 Affordable Rental Housing Report and Ten-Year Plan.

Working group directed to update inventories focusing on existing urban lands, mixed-use development opportunities on underutilized state-owned properties, and identify lands to accommodate 100,000 new housing units designated as important housing lands.

Working group membership to include the Director of the Office of Planning and Sustainable Development (as chairperson), Comptroller of the Department of Accounting and General Services, Executive Directors of Hawaii Housing Finance and Development Corporation, Hawaii Public Housing Authority, and Hawaii Community Development Authority, Chairperson of the Board of Land and Natural Resources, Executive Officer of the Land Use Commission, and representatives from each county appointed by their mayors.

Working group may recommend additional members with relevant expertise in development and redevelopment for approval by the chairperson.

Hawaii Community Development Authority requested to provide administrative and clerical support, and working group must submit findings, recommendations, and any proposed legislation to the Legislature no later than 20 days before the 2025 Regular Session convenes.
