Urges the Hawaii Housing Finance and Development Corporation to develop a plan to build 100,000 homes over the next ten years.

Requests the plan address infrastructure insufficiency, restrictive land use and zoning policies, lengthy regulatory processes, community opposition, and high construction and financing costs.

Directs the corporation to be a primary driver in alleviating Hawaii's housing shortage alongside other agencies like the Hawaii Public Housing Authority, which is planning 10,000 homes over the same period.

Requires certified copies of the resolution be transmitted to the Board Chairperson and Executive Director of the Hawaii Housing Finance and Development Corporation.
